Public hearing is a process by which stakeholders get an opportunity to make submissions, ask questions, register objections and also share instances of efficient and effective service delivery. It is a platform to raise voice of the voiceless and help to identifying critical gaps in implementation of the policies and programmes. It is also a technique to make duty bearers more accountable.
The aim of the Multi Sector Nutrition Plan (MSNP) is to reduce chronic malnutrition by one third over the next five years, and within 10 years bring it down to a level at which it no longer hampers human development in the country. The plan focuses its’ interventions on the first 1,000 days of life. This critical period from conception to a child’s second birthday when young children lose their chance to thrive cognitively and physically, if poorly nourished. The government has selected and implementing MSNP in six districts namely Bajura, Achham, Nawalparasai, Kapilvastu, Parsa, and Jumla as pilot districts.
SMNF organized public hearing in five districts. Last year SMNF organized the public hearing at Kathmandu district and Kapilvastu, where as SMNF organized the public hearing in three district this year in Bajura, Achham and Jumla districts.
Malnourished children proportion is 7 and expected pregnancy is 74 in Bajura (source- DHO report). Wasting children proportion is 9, stunting is 47 and underweight is 32 in Achham (source- DHO report). Nepal Government has been implementing MSNP for last three years in Bajura and Achham. Objective of hearing
The overall objective of the public hearing program was to identify the real status of MSNP implementation at district, to know opinions of public regarding the nutrition plan of the GoN, create forum for public dialogue and media publication of the key findings.
SMNF created a forum coordinating its district chapters and CSANN district chapters for develop public hearing issues and discuss about target audience. SMNF developed a detail plan, organized the event and facilitated effectively. SMNF even invited the media people and all relevant people to participate. Media publication about the issues rose from the event on MSNP. SMNF board member Sunil Shrestha was to coordinator of the Public Hearing Program.
Public Hearing Event
- The hearing event in Bajura was organized on 17th September 2015 at DDC hall, Bajura based on the public hearing guideline of Nepal Government, MoFALD 2067.
- The hearing event in Achham was organized on 22nd September 2015 at DDC hall, Achham based on the public hearing guideline 2010.
- The hearing event in Jumla in VDC level was organized on 5th October 2015 at Kudari VDC’s meeting hall based on the public hearing guideline 2067 in VDC Level
- The hearing event in District Level event at Jumla was organized on 5th October 2015 at District Chamber of Commerce and Industry hall, Jumla based on the public hearing guideline 2067.
